Patricia A. Berger, Esq., has spent her career with the Pennsylvania Legislative Budget and Finance Committee, a bi-partisan, bi-cameral legislative service agency of the PA General Assembly responsible for performance evaluations and studies of state agencies and programs. She has served as Counsel, Senior Counsel, and Senior Counsel/Project Manager. She became Executive Director in 2018. As Senior Counsel/Project Manager she oversaw studies as diverse as a performance audit of Access to Justice, a PA Department of Corrections Overtime Study, a performance audit of the Fish and Boat Commission, a study of the Department of Human Services’ Implementation of the Olmstead Decision as it Pertains to State Centers, and a Study of the Economic Impact of the Brewery Industry in the Commonwealth. She was the Project Manager for the Costs to Implement the Right-to-Know Law report. She has a Juris Doctorate from the Dickinson School of Law and a Bachelor’s of Arts Degree (BA) in Labor Studies from the Pennsylvania State University, and serves on the Executive Committee of the National Legislative Program Evaluation Society.
